Turbo Waste Gate Adjust? 900

I checked my waste gate acctuator operation in accordance to IPD "tech tips", Haynes, Chilton, and Bentley. When I presurized it I found that it worked fine but stated opening the waste gate at 6 psi (a bit too soon), my opertion should be approximately 8 psi. Well when I got under trubo to adjust the rod I found that there is no threaded sleeve and lock nut to adjust rod length? All info has lead me to believe this is a normal adjustment and I was surprised to find a solid rod with no adjustment ability for waste gate valve? I have a late 1994. Has any one seen this? Any info/help?
