No Heat! Freezing! HELP!! 1993 940 700 1993

I'm living on Nantucket Island, braving the coldest winter in recent memory, and the heating in my '93 940 has failed.
I just replaced the thermostat, and the problem persists. The heating hose going into the firwall just right of center is hot, and the temp guage is reading normal.
I need to fix this.
Could it be the dash control? OR the heater control vlave?
