Bulb failure light came on with no faulty headlights 900 1995

940 non-turbo

Bulb failure light at instruments cluster lit up for no apparent reason. It came on when I turn on the headlamp but not for the parking light. I've checked all headlamps, tail light and everyone of them is lit. No apparent bulb failure at these places although one of the headlamps is dimmer than the other.

Is this due to a short-circuit?
