I spoke too soon- RUST- HELP! Answers appreciated 200 1990

I had just commented to someone on the Brickboard that I have never seen rust down here near Houston. Low and behold while under my car I see a spot just behind the driver's seat. I now have a 1 inch by 3 inch hole in my floorboard just behind the driver's seat hump- where the wires run. There is rust all along the joint between the floorboard and the seat riser hump. I am really upset and I have some questions-

1. How do I know if the rust on the joint weld is deep (just surface)?

2. I was planning on buying the POR-15 products- how do I remove the rust prior to application? I do have a Dremel Tool.

3. I was planning on using the fabric and fiberglass approach, I cannot weld. Am I running a big risk by not cutting out a large surrounding portion and welding in new metal?

4. My fear is that I have lost structural integrity because my seatbelt bolt is not that far from the rust hole and that the seat riser has the rust along the weld. What do you think?

5. Lastly, the water is getting in somehow. I do know there are possibly a couple of breach points in the firewall from wiring. Is it likely that the water could get in up there and settle behind my seat?


I am skeptical to go to a body shop around here because I just don't think these guys do this much type of work. My air bag brain is very close to this along with all of the wiring- it has me worried. I would rather take some time and do a thorough job myself. THank you for any advice.
