Cannot get windshield defroster to engage 200

I cannot get any air to come out of the vents below the windshield. The button on the dash does not seem to be sticking or causing a problem. My question being are the vents solely controlled by vacuum? If so is there a good point to start looking at possible areas for a leak, such as at the back of the button or somewhere along the duct work. TIA, it is getting a little hairy driving around in New England with no defroster.
