86 740 GLE WONT SHIFT INTO O/D 700 1986

OK, I have a 86 740 gle standard trans(4-speed w/the little button) it wont shift into o/d someone has messed with the wiring on the gearshifter. there is one light blue wire coming from the gear shifter, and there is another wire(light blue w/ a black plastic sheild) not hooked to anything, just hanging there coming from the dash area. does anyone know how many wires connect to the shifter knob? and what color they are?
