Volt Gauge Actin' Goofy 200

My volt gauge is acting strange. Intermittently it pegs to 16+ volts. The charging system checks out fine with a multimeter and the engine wiring harness is new. Yesterday I cleaned and reseated the ground and checked the connections at the gauge and at gauge harness plug, it worked fine last night. This morning the gauge is pegged again. These gauges are so simple, do they ever go bad like this?
