Runs very cold 700 1992

Greetings!
My turbo wagon runs -very- cold. The temp gauge needle only comes off the peg after the car has been sitting still for a while (engine running). As soon as I start to drive, temperature starts to fall until the gauge is back on the peg again.
My first thought was the sensor wire had come loose, but then the guage wouldn't move at all. Also, when the gauge says stone cold the heater and defroster blow cold air. When the gauge shows temperature, the air is warm (unsurprisingly).
Any suggestions?
