Overheating in 35 degree temps??? Comp board replaced 200

Hey all,
So in the fall I replaced my mechanical driven fan with an electrical Hayden 16" and preset thermo (on at 185, off at 170). A couple of weeks after installing the fan I noticed that the temp gauge would slowly approach the red and then suddenly drop back down to the 9:00 position when in traffic or driving on main roads with or without the AC engaged. As an experiment about four months ago (warm day of 65) the gauge rose to the red and being only a few miles from home I cranked the AC. When I got home the gauge was back to 9:00 but let the brick run for 30 min. Opened the hood and noticed that the electric fan would cycle on for about 20 seconds and then shutoff for a few minutes. The AC condenser fan would also cycle on and off. The needle remained steady. As a precaution had the coolant flushed and replaced the thermostat figuring it wasn't opening soon enough. About 5 years ago had the temp comp board replaced as well. Since the weather turned cold, I figured I'd wait till the spring to diagnose it again. However, today I was stuck in traffic in Boston and the gauge rose to the red. It didn't drop like it "normally" did in the past except when the car would increase speed but then rise again when stopped. The E-fan was working as I could tell when it engaged. I really don't think the car is overheating but wondering what the problem could be...it's annoying. Rad looks ok and I thought a 16" fan would be large enough for cooling. The original shroud from the mechanical one was removed. Is the 185/170 not good enough or do I maybe need a new radiator or a different coolant thermo?
