Exhaust Manifold Studs- how tight to install? 700 1988

I'm changing the turbo on my '88 745 and so far two exhaust manifold studs have come out with the nuts firmly attached. (3 nuts off OK- 3 still soaking)

How tight should I get these studs when putting them back in the head?
