Why did Volvo not change over to LH3.1 200

It appears that Volvo introduced LH3.1 in 1990 and then switch back to LH2.4 for later years. Does anyone know the reason for this? My early 1990 is 2.4 but mid year 1990 is 3.1. Later years tend to be mostly 2.4.
