Cylinder #4 does not fire, any ideas 900 1992

Anyone seen these problems,

My problems continue with my 960. Thought I only had a foweled plug. Turns out the #4 coil is not firing. Swaped the Coils with #3 and still #4 does not fire. Metered the voltage on the #3 and #4. Both coils have 14.9 VDC on one pin but the bad on is not being fired by the controller. Anyone seen this? Anyone know where the coil control is being done? Any conntections which might be loose or corroded?
