Argh! Bumper damage. 200 1988

I was parked on the street in Washington, DC yesterday, and it looks
like someone parked by Braille behind me and ripped a 2" by 2" hole
in the rubber covering on my bumper (and also put a scratch in the
taillamp). S/he/it didn't even have the courtesy to leave a note.
Would JB Weld epoxy work to repair the hole? I still have the
ripped-out piece - it was hanging by a thin strip of rubber. On
the plus side, my car seems to have no rust damage right in front
of the bumper (can see through the hole) - I've heard that rust
in that area is a common problem with 240s.
