my 740 is burning to rich! 700

i recently tried to smog my 740 here in california. the 02 sensor is working fine but it burning about 10x richer than what it should. i am looking for ideas for trouble shooting this problem. we have changed the 02 sensor and tested to see that it is working correctly. thanks
