Adjusting SU carb 200 1983

Hey everyone.
1983 244DL with an SU carb (yes, it's canadian). I'm suspecting my carb is a bit out of adjustment for a few different reasons.

1) After a short trip, say, going to the corner store, i get back in the car to start it, and get difficulty starting it. Acts like it's flooded. Running too rich?

2) Sometimes it runs on after i turn it off. My old firebird did this when it was running too rich. Same thing with SU's?

3) My gas mileage is not quite what it should be. I'm not too sure how off it is, my speedo cable is broken, so i can't measure distance right now. This could also be because of a rich running carb?

Basically, i think my carb is running rich (if you hadn't gotten that by this point). It runs great otherwise, just not at the times i mentioned.
What's the best procedure for adjusting these beasts? The carb was replaced with the current rebuilt carb approx. a year and a half ago, so im' assuming it's not worn out or anything.
