Over reving 940 900 1993

I have a 940 turbo (european Spec), whenever i come to rest at idle after driving at speeds of over 50mph the engine revs at about 2000 rpm. If i rev it to over 3000 rpm for a few seconds it then returns to about 750rpm.

Any help with this would be greatly appreciated.
