Weird black thing behind my bumper. 200 1983

While i was under the '83 244DL yesterday while replacing the speedo-cable, i notice up behind the front bumper on the drivers side is a black can-type thing, with some vacuum(?) hoses running from it. On the bottom of it was a hole with nothing connected to it.
What is this thing? I didn't check if it was on both sides or not. It reminded me of the "cocktail shaker" sound dampeners in each corner of old GM convertables.
Anyone know? Actually, all of you probably know what it is, just not me!!
