82 turbo blues 200 1982

my 82 turbo is giving me trouble... the idle will jump from 5oo rpms to 1100 rpms. my fuel economy is way down. my tail pipe is blackened and i get black spots on my hand if i hold it up to the exhaust. the filter is good, i changed out the computer inside by kick panel (i had a spare)and nothng seems to have changed. the problem seems to be getting worse. any suggestions are appreciated.
