P1800E Noisy Fuel pump 1800

My 1970 P1800E fuel pump is noisy. Kind of a low screeching noise for a few seconds when I turn the key on. I've found that the car starts faster if I turn the key on and off about 3 times and then to start. Is this a sign of the pump wearing out?
