245DL paint flaking at rear window 200 1988

The paint at the bottom of the rear wagon window is bubbling and flaking off. This appears to be a common problem. What suggestions are there for the proper repair of this problem? Should I remove the rubber gasket around the window first? Any recommended type of sanding or priming to be done?
