Fuel Press Regulator question 200 1986

So I have been fighting a very over rich condition on an 245 with about 220K on the odometer. Tested the AMM it seems ok. Car start fine but blowing black out the exhaust.

I have just tested the fuel pressure regulator with hand vaccuum pump. I noticed that when I pulled of the vaccuum line, there was the smell of fuel. When I applied the vaccuum, it didn't seem to hold very good- but hard to tell if there was some hose connection leaks. But then I noticed that fuel was coming up the clear vaccuum pump line- I take it this is not suppose to happen???? Many thanks to any help.
