Fuel pump relay question - need quick answer - if poss ! 700 1991

The question. Can a relay show OK with a meter and still be bad (need resoldering)?

I have a bro-in-law - his 740 died - no sounds from the pump. I told him to resolder the relay to start with - sent him instructions. He would not try the resolder - instead checked it with a meter - then proceeded to buy a new fuel pump and filter.

Well, now he is stuck getting the pump in, and I have a thought that the relay still may be bad. Thanks for any input.
