740 Wagon - EFI Pressure Regulator - Idle improved when vac line pulled off. 700 1991

Still chewing on the stalling problem with my 91 740..
I pulled the vacuum hose off the EFI Press Reg and the idle
improved markedly
ie the engine revs rose a bit and the roughness died away..
idles been vy rough when stopped ie. at a stop light with the tranny
in drive and brake on... idles better in N or P... and better still
with the vac line off...

...could the regulator be dumping too much fuel
back to the tank?.. time for a pressure test?
