fuel pumps work with fuses out 200

I've seen a couple of posts from people whose fuel pumps work when they take out the fuses. One of my '88s falls into this category. The car runs fine with both the intank and main pump fuses removed. I learned this recently while trying to relieve the fuel line pressure while swapping the intank pump. I had to disconnect the wiring at the pump.

I don't see any evidence of wiring being tampered. Is there an explanation for this? Could the chart on the fuse panel be incorrect? I'm curious, because at some point the fuel pump has developed a buzz, and I don't have the tools to test the pressure, etc. What can I look for from here? Thanks....
