Rough Idle Stumble on take off 200 1992

I am having trouble finding the source of a periodic rough idle and stubling on take off. This clears up after about 5 minutes of driving and then runs fine until shut off.

The idle is rough and at times it also goes higher and lower untill it is reved up to clear it out. When it is doing this there is no power when throttle is added stumbles.

Flame trap, IAC motor and throttle body just cleaned. No vacuum leaks I can find new Bosch copper plugs the old plugs looked fine and does not appear to be running lean.

I get no OBD codes other than 1-1-1
