Oil Leak 700 1987

My 740 is leaking from a small pipe on the lower front passenger side just behind the front valance/spoiler. Can anyone tell me what this pipe is called? Also, do you recommend that I just plain try to clean it up and tighten it with a wrench? Picture is below, thanks in advance.
