Emmissions on 940 turbo 900 1991

took it to inspection and the car failed the retest both times there was a high NOx readingthe second time the reading went down by a 100. the car got new plugs wires, cleaned the rotor and cap, and cleared the airways around the turbo ans intake. should i open up the throttle and increase the ignition timing?
