Timing Cover has been Cut By the Water Pump Pulley 700

Hello again, and thanks for all the help from all of you. My problem is The Top Half of the timing belt cover on my 88 740 Gle B230F has been cut all the way threw from the Water Pump Pulley and I need to find out why, with your help. I think it may have had small washers on the water pump studs at one time so it would clear the cover, or the Crankshaft Pulley was so over tightend ( about 200 ft.Lbs) that that may have played into this , I JUST DON'T KNOW, but with I did. Has anyone else had this happen that you know of.Thanks again, Dan.
