Air Filter Missing on Newly Acquired 760 Turbo 700

Hi, a family member of mine just bought a 1987 760 Turbo about a week ago. Just recently we've been having problems keeping it running, and now starting it. We also just found out that there is no air filter in the air cleaner! There is a thin (but relatively thick) layer of brown dust/sand(?) covering the inside of the air cleaner assembly. I was just wondering, what do I need to do before we can continue to drive the car (after we figure out why its not running), besides cleaning the assembly? Does anything else need to be cleaned? I hope the turbo and engine haven't been damaged.

It was bought from a used car lot from a man who just swapped in its current engine. The layer of dust in the cleaner looks like it possibly accumulated over time, so hopefully the car wasn't driven without the air filter with this new engine. I don't know, maybe the lack of an air filter killed the first engine, but a new engine was swapped in without checking the air cleaner assembly? I don't know......
