95 960 Parking Brake Challenge 900

I have a 95 96 sedan that has a parking brake that went south. I undestand it is the cables seized, so the handle and shoes don't respond. How much work is it to replace the cables, and what is the likely cause?? Let me know guys, so I can get it going again.
