Power steering belt removal - question 200 1980

I'm trying to remove the power steering belt from my 1980 245DL - it's a B21F motor WITHOUT air conditioning. I've seen references in the FAQ about a split shimmed crankshaft pulley, but I think that might only apply to cars with AC? The pulley doesn't seem to be 2-piece on mine...I loosened the bolts on the PS pump and it slides/rotates freely, but even when the pump is in the position closest to the crank pulley the belt is too tight to pull over either pulley (PS pump or crankshaft). Sure I could cut the belt, but I'm afraid I won't be able to get the new one on. Am I missing something, or do I just need to pry the belt over the pulleys?
