Carbon Filter 1800 1973

I discovered the carbon filter with a completely rusted bottom edges. Is there suppoosed to be a bottom plate to this? What is inside of it and is it necessary to be connected to the fuel tank for venting into the canister? Are there alternatives for replacing it?
