clogged flametrap holder connection to intake manifold 200

Just purchased a 93 240 wagon. I checked my flame trap holder to see if it needs replacing, and the little plastic post/pipe that extends perpendicular seems clogged up. Shouldn't this be open, as it connects to the intake manifold?
