Replaced relay, still won't go into overdrive. 700 1984

1984 760 turbo 4 cyl. automatic.

The switch that controls the OD dash light is working fine. The light changes on/off. But no shift into 4th gear. Can anyone recomend a "process of elimination" to find the problem. Or if someone can post a link on this issue that would be great,
