Fuse bad, car won't start related question 200

My wife called me today from a Wal-Mart and says our 1992 240 DL wagon (auto) won't start. She said it turns over fine but won't catch. I told her to check the fuses and vacuum hoses and after I talk to a local Volvo mechanic, tell her to specifically check the 5th and 11th fuses down from the top.

She called me back soon after and told me she changed the 11th fuse and the car started fine. I figured the fuse was blown but when I got home and looked at the bad fuse, it was still intact although a little milky colored at one end.

Does anyone know what is going on here? I would think a fuse has to be blown for it to cause the problem we had. Also, the fuse that controls the electric windows has blown 2 or 3 times in the last 8 months. Could a bigger problem be brewing and what can I do to solve it?
