Fuel pumps only work if relays are bypassed 200 1983

1983 240 GL w/auto - Due to the dreaded no-start or start and run crazy syndrome I replaced my rotted engine wiring harness about 3 weeks ago. Thanks to Dave Barton for a good deal- I recommend dealing with him.

The car has ran OK except for 1) an occasional difficult start, 2) a total shutdown at 40 MPH followed by a smooth restart while coasting, 3) occasional rough running which clears up if the car is turned off and restarted. Now I am back to a no start situation. I replaced both fuel pump relays. They are identical and are side by side. One goes to a black connector and the other goes to a white connetor. Neither fuel pump will work unless I remove the relay from the white connector and jumper pins 83 and 30. It does sound at that point that both pumps are working but the car still will not start. Fuses are OK I have good spark.

I suspect a fried ECU. Is there any way to test it without a scope? I also have an 85 760 Turbo. Is there any danger in taking the ECU from that and trying it in the 240?
