86 740 Turbo Rough Idle 700 1986

I have a 86 740 Turbo that has a rough idle problem.
So far the following has been done.
New Plugs, Cap, Rotor, Wires, Intake Manifold Gasket

The roughness has not stopped.

The idle is only rough when the car is sitting at a light. When you give it gas the car moves fine and does not have any odd sounds.

Any guesses?
