seatbelt dinger wierdness 200 1984

These last two or three days my seatbelt reminder has been acting up.
When I start the car the usual lights come on no problem but the ringer doesn't sound UNTIL I turn on my lights. With either the battery on or the motor on it makes no difference. And the red seatbelt reminder light no longer lights up (but sometimes that whole part of my dash stays dark.)
It rings about five times and then stops. Nothing else is out of the ordinary. The only changes I've made lately are new brake light bulbs...
So if that makes any sense let me know :)
