Tightening Up rear control arm bushing is tough - - 19mm enough? 200 1989

Discovered that the clunking in the front end is because of the rear control arm bushing. I crawled up under and saw about 1/4 " between the cover and the control arm..looks like it's been worked in and out a bit. Anyway...the bolt is 19mm. I tried to tighten it up like the IPD catalog says...but I couldn't budge the thing. I had the front end up on jack stands to do another job. Perhaps I should have the car on its own suspension. Don't know.

I think if I can tighten up these back bolts on each control arm that my clunking will quit (over bumps and gravel, railroad tracks, etc.). Anyone have any advice about how to tighten these bolts up? They're tough to get to. Doesn't look like I have to take off the control arm rear cover mount (three bolts). But, it's a bear to turn these bolts. thanks,
