Rear shock help needed --wheels are off, the brick is down. 700

I need some help from cyberspace.

I just removed my OE volvo rear shocks after 135K.

I put one of the replacement Bilstein TCs on and started on the second. At the bottom of the second box were 4 rubber spacers. Two for the top and two for the bottom.

ARE THESE NECESSARY?

I put them on the second shock with plans to go back and install them on the first, but since they weren't on the original shock I'm confused.

All help appreciated.
