Alternator issues AGAIN! 200

Shoot.

So I have had problems with my charging system that was really bad about 6 months ago, it seemed to be fixed but now its rearing its ugly head again.

This is what happens.

When I turn the key to Ignition II and DON'T start the car, the idiot lights come on.
IF the "alt" light illuminats when its in position II, then my alternator will charge at 14V+ as soon as the car starts.
IF the "alt" light does NOT illuminate when the ignition is in position II, the alternator will refuse to charge and i run at 12V.

About 6 months ago, I ran a new seperate wire from the wiring harness straight to the alternator and this seemed to solve the problem. Everytime I turn the key, the "alt" light will illuminate and my car would charge no problem.

Now its a hit and miss. The "alt" light sometimes illuminate sometimes doesn't.

WHAT CAN BE CAUSING THIS?
It isn't the alternator's fault becuase this problem occurs before starting right?
I have checked all the wiring, (12V wire to battery, ground etc) and its all tight and secure.
I am truly stumped.

My only solution is the keep toggling the ignition switch until the "alt" light comes on, or just drive the car at 12V at which point usually 3-5 minutes into the drive, it will magically start charging and everything goes back to normal.

I've read a few threads on BB about this topic but I am stumped.
Any ideas?
