All Brake Lights are out, even with new bulbs 900 1992

This problem is on my boyfriend's 1992 944 GL sedan. The brake lights are not working even though we replaced the bulbs. Checked the fuse behind the ashtray and it's intact. Any ideas as to the problem? Thanks for reading!
