Strange foam out of cat 200

1985 240 200K

Didn't pass emissions two years ago. Had the cat replaced and passed. However, a week later a strange white foam started leaking from the cat. Consistency of shaving cream.

Took it through emissions again today and didn't pass - very high NOX.

I suspect my mechanic didn't put in a cat like he said he did.

What could the foam leak have been?

(I'll give them name of the mechanic here in PDX if you want it. Stopped going to him a year ago)
