while using the trooble shooting guide ....

i noticed that to test the fuel pump relay i put the key in the II position and i should hear a click from it and the fuel pump should cycle for 1.5 seconds ......is this right should i hear the pump cycle proir to cranking it .....my relay clicks but i dont hear the pump ....any ideas ? thanks much
