Turn Signals sporadically working 200

Hello all you faithful Brickboard readers.
I have a question about my turn signals on my 1986 Volvo 245. The problem started this morning. I have researched it a lot as well, in hopes that for the people reading this it won't be a waste of their time. I tried to figure it out for myself. However, the problem is my turn signals will work sporadically. It seemed that right when I started my car and soon after they would work fine. Halfway to my destination they would not work at all. The same thing happened this afternoon when I went to leave for the afternoon. Thankfully when a heap of construction came and I really needed signals beyond my arms they started to work again. I don't think it's the switch because my hazards also will not work. I have tried spinning the 13th fuse. It is complete and in tact. I suppose the next step for me is to check the solenoid. I have a 1990 245 that I can take it out of once I get home. However I was wondering if anyone knew what the problem was if that doesn't work.
