Idle contol valve 700 1989

Had Idle control valve(Bosch) off yesterday for cleaning and found that the 'barrel' valve was stuck about 2mm open, shouldn't this move freely? Tried cleaning everything but still stuck, does it need to be connected to electricity to move? Can I rebuild it? How would I do that? Saw that a new valve is about $130, ouch. Any help/info. is appreciated.Thanks.
