stray coolant spill and cleaning under hood question. 200

A short while ago, a seal blew and the entire area under the hood (1990 240 wagon) got splattered with oil. Now that it's fixed I want to clean off all the non electrical parts, like the fluid tanks and the hood well and the ENTIRE roof of the hood (!). What's the best cleaning "stuff" to use?

The other thing is that there seems to be bright green anti-freeze in the rear right wheel well (when you take the removable floor portion off that shows the gas tank pipe) that must have spilled when the previous owner stored it. What's the safest way to get the 3/4" deep puddle out of the car? There doesn't seem to be any reason it should be there!
