89 240 odo spins when cranking?? 200

I'm looking at an 89 240 auto to purchase that does not start. When I tried to start it the the speedo bounces and the odo rolls over the miles. The owner has completely disassembled the distributer. The car looks good but not if I can't make it go. I'm wondering if the messed up gauges could have had someting to do with original no start problem. It does have fuel when cranking.Any thoughts?
