HIccuping Volvo, again. 200

I have a 1985 240 wagon that seems to be backfiring (under the hood) and has severe loss/lapses of power - but only when the engine is cold. When its up to temp all 4 plugs fire at 100%. I've recently changed the battery, plugs, cables, cap and rotor, the pre-heat hose and had the timing reset. What would be the next thing I should do?
