740SE Fuel Tank Breather 700 1989

This is a UK market 740SE saloon with the B200E engine and K-Jetronic injection.
There is a fuel tank breather which hangs down near the back axle just a little to the nearside of centre. It is a little rubber funnel shaped thingy which has a white plastic perforated push-in base. The whole assembly pushes on to a metal fuel tank breather pipe, and has holes round the bottom open to atmosphere. My query is: should there be anything inside it, such as a ball and spring or flap valve. The one one this car has nothing inside it, but from the shape of the insides it looks as though it should have something in it. Any ideas?
The nearest bit I can find on the parts microfiches is described as 'funnel' and carries the part number 1389733-5.
